my puh has a pick up hook that the top of the hook comes up to the bottom of the clevis hole so you cant put a pin right through and secure it with a r clip or similar so I guesses that there must be some sort of retainer for the draw bar pin on top of the clevis to stop it lifting out. If it sounds like yours it would be good to see a picture of it.
