I also had the same problem with the headlights, as I too changed the lens to (what I thought where) left had dip ones and on the first test the tester let them go as he said "for what they are on they'll do". But on my second test with a different tester he was going to fail it on them till a mention that the first tester passed them so the a compromise was for me to wind the beam down and was told there will not replacing for next test . .
